Simply place the picture, face down on your clay (white works best), and burnish down well.
Saturate the back of the paper with water and wait about 40 seconds before slowly sliding the paper off of the clay. The image will be left behind. 
 
Mop up the water GENTLY with a paper towel and then proceed to cut out the clay as usual.
 
Bake your clay according to the manufacturer's directions.
 
I would recommend sealing the image with resin or something similar to ensure image durability.
